October 7, 2021- The El Paso County Clerk and Recorder’s Office conducted a Logic and precision (L&A) test on all ballot counting equipment that will be used for the 2021 coordinated election. This test includes the central counting optical scanners and ballot marking devices available to the Voter Service and at the ADA polling center. Each component has been tested to verify that it is fully functional and free from mechanical issues and that it is correctly counting votes.

“The L&A test is an integral process that verifies that ballots are counted accurately, confirms the effectiveness of the results and inspires voters’ confidence in our elections,” said Chuck Broerman, Clerk and Secretary. “We, along with other counties in Colorado, continue to pass this test with flying colors, having completed 930 Election Management System L&A tests statewide. Voters need to understand the importance of these guarantees for our representative democracy. Passing this test ensures the results accurately reflect the intent of El Paso County voters. “

Members of the bipartisan testing committee appointed by El Paso County Republican Party Chairman Vickie Tonkins and El Paso County Democratic Party Chairman John Mikos testified and confirmed that approximately 4,200 ballots votes were cast on each voting unit to ensure that it recorded the votes accurately. These ballots are counted by each voting unit and the cumulative results are verified. This confirms complete accuracy throughout the voting and counting process. In addition, the appointed testing committee manually voted 25 random ballots each, then compared their hand counts to the compiled results. The L&A certification for the voting equipment was signed by the test committee and notarized. The certification will remain with the L&A test reports for 25 months. All test results are erased; the voting units are locked, sealed and secure, ready to be used in the election.
